im 12 and i went to the doc and i have high blood pressure i need a way to lower it!

Yes, it can, but actual oatmeal would be better. Listen up - your doctor probably told you to get active, right? I hope you are exercising, up to 90 minutes a day is recommended for kids, and then I think you should look at how much sodium (salt) you are eating. That will make your blood pressure go WAY up. It’s hidden in a lot of packaged foods, so look at the labels and remember that you should not be eating more that 2000 mg per day TOTAL of sodium. Less would be better in your case.
Ask your parents to help you limit your sodium by changing what you are eating on a day to day basis. You are way too young for high blood pressure. Get that fixed right away so you can enjoy a lifetime of great health.
