    The second reading …
    The second reading is higher due to the fact that we have taken two blood pressure readings in quick succession.

    Optimal BP is anything up to 120/80.
    Normal is 120-129/80-84.
    High normal range is 130-139/85-89.

    So on the second reading, Toms BP is still within normal range but due to the reasons stated above it has moved into the high normal range.
